What “based in” means: the state comes from the TTB permit number on each label record — the distillery, brewery or import permit of the applicant. It is where the label applicant (producer or importer) is based, not necessarily where the product was made: imported labels are listed under the importer’s state, and brands can be distilled, brewed or bottled elsewhere under contract.
